IT Governance Overview

The University of Illinois information technology (IT) governance structures focus on these primary areas:

  • design and implement a system of input and strategic decision-making
  • determine what decisions the governance structures make
  • create processes for investment and prioritization
  • ensure collaborative design of services and infrastructure
  • provide a mechanism for communication, reporting, and performance measurement

Information Technology Leadership Team (ITLT)

The University of Illinois Information Technology Leadership Team (ITLT) is comprised of the University and System-level CIOs across the University of Illinois System. The group articulates the Information Technology strategic direction for the University of Illinois System, serves as a conduit for identifying areas where enterprise-wide policies and standards should be developed, and fosters the development of these standards. The UI IT LT also reviews, promotes, and sponsors, when applicable, information technology projects that have enterprise-wide impact. As an advisory and coordinating group, UI IT LT makes recommendations on procedures, policies, projects and the University’s strategic technology direction to the President’s Cabinet and Academic Affairs Planning Council. UT IT LT may or may not be directly responsible for implementation of policies, procedures or processes, and individual UI IT LT members may oversee implementation efforts in their own units.

University of Illinois Urbana Champaign (UIUC) IT Governance

IT Governance is a group of interconnected committees that evaluate and recommend IT directions in support of research, teaching and learning, and outreach. IT Governance is faculty-driven but includes participation from students, staff, and administrators in an on-going effort to align IT resources and capabilities with campus needs.   • Faculty Technology Advisory Committee: The Faculty Technology Advisory Committee (formerly IT Faculty Advisory Committee) engages with IT Governance and other committees and campus groups to ensure the needs of faculty, students, and staff are represented.
  • IT Council: The IT Council provides advice and recommendations about strategic directions, policies, priorities, and initiatives related to campus IT services and infrastructure.

University of Illinois Chicago (UIC) IT Governance

Information Technology Leadership Council (ITLC): The ITLC is the principal advisory group that drives the IT process across the UIC campus.  It aims at developing a shared service model that contains the elements of price transparency, service culture, good business process, standardization, continuous improvement, and responsiveness while providing an environment that encourages innovation and leadership in technology at all levels. ITLC Functional Committees: Functional committees provide recommendations to IT Leadership Council on annual project priorities within their respective areas of expertise. The functional committees (Administrative Applications, Educational Technologies, Health Sciences IT Leadership, Information Security, IT Infrastructure, and Research) report to the ITLC, which is chaired by UIC’s Chief Information Officer, Matt Riley, and in turn, the ITLC reports to the Vice Chancellor for Innovation. The group advises UIC administration through the VCI on all IT-related matters.

University of Illinois Springfield (UIS) IT Governance

University of Illinois at Springfield has four committees that provide governance. Information Technology Services at UIs maintains an IT Governance webpage that provides an overview of these committees. The primary IT governance committee is the Academic Technology Committee.

The Academic Technology Committee shall serve in an advisory capacity with units integrating academic computing and technological services affecting educational policy within the campus community. The role of the Academic Technology Committee is to:

  1. Serve as an advocate for up-to-date technologies within teaching and learning
  2. Recommend priorities and policies for the enhancement of computing and other technologies
  3. Monitor and review technology utilized in teaching, research, and scholarly activities for quality and effectiveness
  4. Serve as a primary forum to discuss, exchange, and review ideas on academic technologies identified by university stakeholders
  5. Discuss and, when appropriate, suggest remedies for computing/technology issues affecting any or all members of the academic community
  6. Consider the impact of technology on the quality of teaching and learning

Enterprise IT Governance: Enterprise Systems Governance Committee (ESGC)

The Enterprise Systems Governance Committee (ESGC) is the primary body that is responsible for evaluating administrative information technology initiatives from project inception through the end of a project's lifecycle.
